That all depends on what it is you want to send. Mexican Postal Employees are known for salvaging anything that may seem of value or interest to them. If you are sending something of high value I highly recommend you insure the package. I also advise you use a service like UPS, DHL, or FEDEX. Unfortunately these services run ridiculously high and you may be turned to try USPS because of this. Do not by any means use USPS, they have the lowest success rate for shipment to Mexico and you risk you package not arriving. Depending on where you live there are smaller services available such as MExico Express.
There are many things that someone can send you. Someone can send you flowers, packages, mail or candies. There is no way to know if someone will send you something or not.
You can, but it might not be safe to do so.

You can only send packages via an approved vendor. You must purchase the supplies through the vendor and then they will mail it him And if he's not in reception. Check his privilege level before you send anything that will determine what he can/can not get.
Not legally.
You mean by common mail? Email? Fedex? You should be more specific.
