Yes it's should be safe I think (I'm no engineer) - 5 volts is the crucial bit, 700ma is the amount of current it can supply which is plenty given that your earpiece needs only 180ma. Your earpiece will only consume 180ma at 5 volts no more power is being forced into it as would be the case if your adapter was rated for a higher voltage. As far as I know all USB connections are for 5 volts or should be.
