The fan motor keeps running because there is a thermostatic switch that powers it. If it's still hot, the fan will continue to run.
If your engine is running than you cannot remove an oil pan, because the crank shaft is turning & oil will go all over.
The engine could be locking due to piston pressure. If the spark plugs are removed and the engine still locks, then something internal has broken and the engine needs to be inspected to see what snapped.

There are two possibilities: if it is a hybrid, the design has the electric motor continue to run for a very brief time after the car is turned off. Whether it is hybrid or not, the fan motor, will continue to run for a short time after the engine is shut down to help the engine cool down a little bit. This is because the engine is still hot but the water pump quits running when the engine shuts down.
It really depends on a lot of factors. Is the motor worn? Is it ticking? Burning lots of oil? If the motor has been taken care of with regular maintainence done the motors can go a long time. I have a 1997 limited with the 5.0l v8 that has 230,000 on it still running strong and have heard of them running over 300,000 if they are taken care of
If the engine is running it is using fuel.
