If the engine is running it is using fuel.
it can be but you have to be careful on how much you use it you should use the oringal gas if it is still out there

Could use some more info such as year and model of car and how many months it has been sitting. There would also be a different approach if the car is carburated or fuel injected, points or electronic ignition.
For the same reason that a car burns more gas when it is driving then when it is sitting still at idle. When you work you burn calories. When you rest you still burn calories but not nearly as much. If you want the fire to burn hotter you need more fuel or energy. Sorry it's not a technical answer but it still explains why.
