It depends on where you live. If it is still warm in your area in late October, you can probably still grow most varieties. If you start them in early July, you can probably get cultivars with a 60 day lifecycle to bloom even if you don't have a long growing season in your area.

If they were able to grow, then they obviously weren't planted too deep. Most sunflowers can be planted up to six inches deep and still germinate, though it will take longer to make it to the surface.

Unless you grow a dwarf type of sunflower, such as "Teddy bear" you would not grow them in pots. Most sunflowers grow tall, and become rather top-heavy. Sunflowers need lots of room to grow--including the roots, which need to spread out beneath the soil in order to anchor the plant. Even muli-stemmed sunflowers, whose individual flowers are fairly small (for a sunflower), get top-heavy because of the number of flowers on the stem. So, if you absolutely MUST grow one in a pot, select the shortest cultivar you can, and still put that in an over-sized pot. So, sunflowers grow better in the ground, but it is possible and challenging to grow them in pots.
Don't prune your mums after July 1st. Otherwise it will not bloom in the fall.

Yes. Although sunflowers prefer soil that provides plenty of nutrients, they have been known to grown in sand. Ideally, however, they need richer soil, and sand is far from a healthy environment. Also, the conditions of the sand make a difference. Sunflowers cannot grow in a sandy desert, exposed to too much sun and wind, but they will grow - tentatively - in sheltered sandy positions.
I live in South Dakota, and they grow them out here. I watched a farm show, and I think they were growing a lot of them in North Dakota, too. Of course, they grow lots of sunflowers in Kansas. Main crops in these places are corn, soy, and wheat. Sunflowers are a profitable crop so farmers rotate them in with their main crops. I think they grow a few sunflowers in a whole lot of states, but they are mostly out on the Plains.
July is too late to plant unless you are planting parenials, if you are planting anuals plant late may or June
