Yes, my girlfriend shave her female mustache and it is hairy now then when she started to shave. At first it was blond and a few hairs. Now the color is black and more hairs. It hairy at the corners of her lips and not as hairy under her nose. I now shave her female mustache for her. She does not like to shave it any more. I can tell the more hairs are growing now. No, even if you shave a certain area repeatedly; the hair follicles will stay the same! And it's not the blade that reinforces the hairs, they are treatments and hormones.

i would recommend lightening them slighly, to a complimenting light brown colour. Dont go too light though, or as the hairs grow back you may end up with noticeable dark streaks in your eyebrows!
Not really. The big difference is that the hairs you have now have been out and about a while. Washing and friction against clothes, pillows etc have worn them thinner and softer. If you shave, the new hairs will be thicker at first, until they too have gotten a bit worn.
you wouldn't need to because if you shave your legs and wait for it to grow back, it should be blonde again. dye only goes as far as the roots do. why did you dye it though? lol

if your going through puberty and see a couple hairs and you shave it .it will take a long time to grow back.but usually yes it will grow back.

No, when you shave your pubic hair the hair does not stay spikey forever. The hair will grow in spikey because it was cut during shaving so this leaves a blunt end, but as hair grows it may soften. Once you stop shaving the hairs will start to grow back in naturally, thus not spikey either.
