No. I don't think oil companies had anything to do with electric cars not being developed in the 1960s. There was no battery technology at the time that would make electric cars practical.

However, some people believe oil companies pressured General Motors to scrap the their EV1, a viable electric car, in the 1990s. I don't think it's known whether this is true. GM claims the public rejected it because of the limited driving range of the battery.
