There has been more than one 'Bengal famine', though the term is often used for the 1943 famine. During the Great Bengal famine of 1770, the area was controlled by the British East India Company. The area of 'Bengal' at the time included the modern day Indian states of Bihar, West Bengal, Odisha and Jharkhand, as well as modern day Bangladesh. During the Bengal famine of 1943, the area was a province of British India, ruled by Britain.

Very little. They are widely considered to have worsened the situation by exporting the majority of available food from Ireland to Britain. They did however set up work houses for people to "earn" food. This consisted of a days toil in order to receive a meal afterwards. The work comprised of thing such as the infamous 'roads to nowhere' or famine roads- pointless roads were built where they would not be used in order to make work available. Charity was not provided.
