It depends on the mood of the cop. Most will say "for my safety please don't touch me" others will say "you touch me again you'll are subject to arrest." A few will taser you.

The question is not worded clearly enough. "Touch" her WHY? Under WHAT circumstances? For WHAT reason? If he is placing her under arrest and she refuses to stop and submit to his verbal commands, he may lay his hands on her to restrain her and prevent her departure from the scene. If she is under arrest and no female officer is present he MAY conduct a "frisk" of the female to determine if she is armed, and then apply restraints (cuffs) to prevent her hands from being free, until the arrival of a female officer to complete the search. HOWEVER - once in a custodial location (jail), only an officer of the same sex as the prisoner may do a strip search or body-cavity search of the prisoner. BTW: This same scenario applies if the officer were female and the individual was male.
