No. Penguins routinely skate across ice on their bellies, and have no problem standing. A creature that spends great portions of its life on snow and ice in sub-freezing temperatures wouldn't live long and prosper if it couldn't stand back up after falling over. Also, imagine how long they would last if they made the mistake of looking upward at a passing skua.
