The Japanese could have fielded an air defense had they really wanted to (and had a pretty good land defense force even at that stage of the war), but they apparently considered bombing to be "acceptable losses" compared to the potential loss of the increasingly rare Japanese fighter planes, which they preferred to use in kamikaze attacks. From a coldly mathematical analysis, it was a pretty good trade: the loss of one Japanese plane and its pilot in exchange for the loss of one American warship and its crew.
