I totally disagree with the idea that managers are born, not made. Management functions such as planning, human resources, and finance can certainly be learned at any decent college or university.
There are aspects of leadership -- which I define as the art and science of getting people to work together toward a common goal -- that people either have (they are born with that trait or ability) or they do not have (they are born without that trait or ability). HOWEVER, it is possible for anyone to overcome any leadership "deficit" by emphasizing other aspects of that person's abilities and learned skills.

I took a leadership course once where we learned about the successful features of a managerial personality and then took a test to see where we placed. The theory was that you could use this information to change how you deal with other people. However, the "shelf life" of this knowledge is fairly short if it is not reinforced often. Most of us revert to our natural selves. Certainly, ego, the inability to listen to what people are saying and the conceit that you know everything are not the stuff of an inspirational manager.
