No, that is a rumor. It is simply not POSSIBLE for a fluorescent light-bulb, for example, to use the energy equivalent of one or two hours of normal use within the few seconds it takes the bulb to turn on - that would create such a large current that it would immediately trip the fuse. Some devices may use some extra power when turning on, but that is only perhaps 2-3 times the normal power consumption - not the equivalent of hours of normal use within seconds!
