Not necessarily. In general, male models are required to be tone and lean, not buff. Heavily muscled men aren't used in fashion/runway or editorial work. That is more in the fitness modeling industry. Male models that are not muscular but are on the skinnier, leaner side are more likely to get agency representation and make a good income, especially if they meet the height requirement as a fashion/runway/editorial model.
According to the fashion industry, yes. The focus is supposed to be on the clothes, not the model. This is why they prefer them to be so skinny in order to act as a "human clothes hanger."
