This isn't strictly true. The top office in the Canadian government is that of the Governor General of Canada (who represents the Queen in Canada). The Prime Minister is certainly the most politically influential official in the Canadian government, but not the top official. Canada has a Prime Minister because its government is modelled on that of the United Kingdom, which also has a Prime Minister. The United Kingdom has a Prime Minister because it became common, as a result of various political and historical factors, for one of the English monarch's advisers to become particularly influential in government. Eventually, this became engrained in the British system of government, to the point where the monarch lost the ability to actively govern the country.
