Neither the size of the penis nor the size of the scrotum have any relation to the virility of the man.
A man could be everything anyone could point to as being virile. Broad shoulder, narrow hip, muscular, handsome and have the equipment of a 10 year old. What you have between your legs has nothing to do with who you are, what kind of a person you are or how people will perceive you.
