When collecting data, it is good to have some control. If you collect solar panel data the same time every day, the sun is pretty much in the same spot. This allows you to narrow down what you are looking for. I basically reduces unwanted variables that could contaminate the data.
Scientific theory involves a collection of concepts of observable phenomena expressed as quantifiable properties with rules (laws) that express relationships between the observations of such concepts. A theory is a good theory if it satisfies two requirements: It must accurately describe a large class of observations on the basis of a model that contains only a few arbitrary elements, and it must make definite predictions about the results of future observations.
Its strength was that it could predict the positions of the planets with pretty good accuracy. Its weakness was that by 1600 the techniques of measuring planets' positions had advanced to the point where discrepancies were noticed in the predictions made with the geocentric model.
You can get a general idea of a tornado's direction by watching it move. Note that if a tornado does not appear to be moving to either side but instead looks to be getting bigger, there's a good chance its coming straight at you. Outside of visual observations, the movement of a tornado can be tracked by Doppler radar.
If you were to poll scientists, the description "utter rubbish" would be frequently used to describe this prediction. The ancient Mayans were quite good at making astronomical observations and using this data to predict things like eclipses. Of course, they were not nearly as good as modern scientists. The "end of the world" claim is based on modern sensationalists (who have lots of books that they would like to sell you) who claim that in their view, the Mayan calendar stops at December 21, 2012. Of course, the calender on your wall stops at December 31 2009, but that doesn't imply there will be no Jan 1, 2010. If we consider a reputable scientist as one who works in science for a major university, I think you would be hard pressed to find even one who believed this.

A way to organize and record results and observations is using data table
They help to keep good records of measurements and observations.
It depends on how good your observations are. If your observations are really good then maybe they can lead up to a good prediction but make sure it all makes sense and you reread you obsrvations aloud plenty of times
If you're going to be a detective then you need to be able to find clues and figure out what they mean. That's what making good observations means.
