Yes, BUT probably not in the context you're thinking. Which states they are, I'm unable to recall offhand. However, you don't simply travel to that state, get a licence, and resume driving back home. It's much more complicated than that.
First, you have to be a resident of one of the handful of states which will allow it. Again, I'm unable to recall what they are offhand, but I believe Indiana is one of them.
Second, the licence you receive from that state is valid only in that state - it's completely irrelevant outside of that state. So, you're not going to be allowed to drive outside of the state which issued it. If you're pulled over in a different state, and present that licence to a police officer, it'll be treated as if you were driving on a suspended licence (largely because they will see that you have a suspended licence in another state, thus revoking your driving privilege in all states, save for the one which issued you the restricted in-state only licence).
Third, even if the restriction of being able to drive only in the state of issue didn't exist, you still wouldn't be able to drive in your home state - when a state suspends your licence, they also suspend your driving privilege, and, even if you've gone past the suspension period, you're still not eligible to drive in that state with any licence from any state until you've paid the fee to have your driving privilege reinstated.
In short, if you think you're just going to hop across a state line, set up a PO box, get a licence, and be able to go back home and drive just like normal, you're in for a bit of disappointment.
This does not apply to a Commercial Drivers Licence (CDL). Unlike non-commercial licences, the CDL is ultimately a federal licence, and, even in the aforementioned states which are willing to issue a restricted licence to someone whose licence is suspended in another state, you cannot have a CDL issued by any other state during an ongoing suspension period in any other state.
Provisional license insurance is insurance for people who have a provisional drivers license. Sure you can apply. The drivers license application in Oregon has the question:"Are you currently or have you ever had your license to drive or right to apply for the privilege suspended, revoked, canceled or refused?"You could lie and say no, but there are stiff penalties for lying on a drivers license application if you are caught.Another View: The questioner never said anything about the status of their drivers license, what they they asked about was applying for a license while they had anactive warrant in another state. In that case they could apply for the license but if the DMV runs your name into the database - AND the other state has entered their warrant for you - you could be in trouble. The DMV people could notify local law enforcement that they had a wanted person in their office.
Most commonly, license revocations occur to people who have been caught driving while intoxicated.
Only if you plan to drive a vehicle. This is generally the reason people get a drivers license.
You will have to go to your closest BMV and get your drivers license renewed. Common sence people. lol
A drivers license number is the number on your drivers license which is needed for many things. Only authorized people have access to this number so a random person cannot 'look up' your drivers license number
