Rumors are after you beat the elite 4 10 times you go to the solaceon ruins,go to the bottom of the cave,read the message twice,kill 100 unkowns,and then celebi will be the next Pokemon you see(to catch him you have to stay in the room the whole time).I'm not sure if it's real
there was an event for it which is now over. you can still get it by cheating :)
The only way to get Celebi on Pokemon Pearl without AR cheats is via event distributions. However these events are no longer being held or supported for Pokemon Diamond, Pearl and Platinum.

I don't know for certain, but I believe there was an event for Celebi a while back. That was the only legitimate way to get Celebi in Platinum without trading it from another game. The only other way to get it is to use an action replay code (or gameshark). That's how I did it! XD
Celebi is not a wild Pokemon. Celebi is an event Pokemon. Thus, you cannot find Celebi without accessing an event in Pokemon SoulSilver.Trade a GS Ball from another game and go to the Forest Protector's Shrine then press 'A'. Pretty much impossible lol

Absolutely. To get Zorua, you must get the event celebi on one of the Gen IV games (Diamond/Pearl/Platinum/Heartgold/Soulsilver) and transfer it to black or white. I don't think the Celebi download will be available directly onto black or white (On the release date, they are replacing the celebi event with the Victini event).
You literally can't. There was an event where you could get a celebi from gamestop sent to your Diamond, Pearl, Platinum, Heartgold, or Soulsilver, and that celebi could be transferred to white, but the event ended on March 6, 2011.
