There is no average size. My niece was a full C cup at 12 yo, while I was still flat. I was 14 before I was a B cup.
They will probably never be c. I am 12 and am a 34a. Everyone is different. Your size doesn't matter.

They're not even close. A AA cup size effectively means "no noticeable breasts at all". A C cup means the measurement across the nipples is several inches more than the measurement under the breasts.
