The US Constitution prohibits "cruel and unusual" punishments. It does NOT specify the size of a jail cell. However, a valid argument could be made that confinement in a cell that small for an extended period of time WOULD be "cruel and unusual".

Not only is it legal, it is common practice. It is even common practice to put an "undercover" law enforcement officer in a cell, masquerading as in inmate to gain more information.
