The short answer is "no." There are many children who experiment with dressing as a different gender, for many different reasons. One may be simple curiosity. Another may be that the boy or girl simply feels to be a different gender. In either case, appropriate counseling with a good therapist could help to allay fears and tensions, between the parent and child.
In other words, get someone else involved, who has experience and an understanding of the issues. Counseling, with a professional, between parent and child might be advisable. Cross dressing for a 12-year-old is outside of "normal" but it is not "weird." Such a person would have lots of company: there are many children in many different countries who cross dress.
