Either by sound (buy a tuning harmonica) or by electronic (buy a guitar tuner) The best and most accurate way is to buy a tuner. You can either put it up to your guitar and let it go on sound or plug it into any electric based guitar to get 100% quality tune. I have an effects peddle and there is a tuner feature included in that. So I killed 2 birds with 1 stone. I agree that electronic is best. The tuning harmonicas are funny more than effective.

it depends on the type of guitar you got bass or electric, any amp will work for electric guitar but not all amps work with electric bass.

Sometimes when you buy cheap guitars, they might throw in a stand, a small amplifier and a tuner, depends on the generosity of the merchant. What you need to have everything enough to play is the amplifier, a guitar lead, some plectrums (picks), a set of strings already on the guitar and something to put the guitar in after you play. Later, you can get a guitar stand, a strap for standing while you play and some effect pedals.
