Questions of "right" and "wrong" carry an inherent degree of subjectivity with them--understanding of right and wrong varies widely among groups of people, and even between individuals.

First of all, we will assume by "play" you mean erotic touching or fondling that produces an almost euphoric feeling; intentionally causing permanent physical harm to the vagina and breasts is nearly always considered wrong.

Second, are they your own vagina and breasts? If they belong to someone else, it is generally considered wrong to play with them without the woman's permission. If the female is a minor, it is considered wrong and may be a felony, even with the girl's permission, unless you are (1) married to her, or (2) you both are of a similar age. Different faith traditions may have stricter rules than this.

If they are your own vagina and breasts, from a health standpoint, it is not wrong to play with them. However, if playing with your vagina and breasts becomes an obsession, and begins to detract greatly from completing necessary, everyday tasks, you may have gone too far. A mother once told her daughter, "There's nothing wrong with it, but you might think of more constructive ways to use that time and energy." Moderation is the key.

Faith traditions may impose their own moral values on this behavior. Some conservative and ultra-conservative groups will tell you that it is always wrong to participate in this type of behavior, while more progressive and liberal religious groups will not even tell you not to play with your vagina and breasts, let alone judge you for doing so. More and more people are realizing that a little self-exploration is not harmful. By permitting it or, better, discussing it with their daughters, knowledgeable young women are less likely to resort to risky sexual behavior for stimulation. Playing with your vagina and breasts is far safer and healthier--physically, mentally, and spiritually--than risking an unplanned/unwanted pregnancy or any number of sexually transmitted diseases, including contracting HIV/AIDS.
