You can catch raw lobsters with a Fishing level of 40 or higher. Lobsters can be caught at any Cage/Harpoon fishing spot with a lobster pot (which will be in your tool-belt). The most convenient place to catch lobsters in Free-to-play would be Karamja, and in pay-to-play, Catherby or the fishing guild.
