It is called 'minor fornication' or in Arabic Al-zena Al-Asgar, which is forbidden in Islam. If it is mentioned explicitly in Quran for all the faithful Muslims not to gaze at the other gender then it is more logic not also to touch, kiss, or hug the other gender without licit marriage.
