It is called 'minor fornication' or in Arabic Al-zena Al-Asgar, which is forbidden in Islam. If it is mentioned explicitly in Quran for all the faithful Muslims not to gaze at the other gender then it is more logic not also to touch, kiss, or hug the other gender without licit marriage.

The Prophet said: "The eye makes zina, the heart makes zina, and the sexual organ either confirms it, or denies it".
That means that legal zina does not occur unless there is contact between the sexual organs. But the other things - like touching, kissing and looking - should be avoided because they will lead to real zina. They are alsosins; but not as severe as actual zina.
Allah, in the Qur'an says: "And do not approach zina". That means that anything which even encourages zina should be avoided.
