Laazrus the brother of Martha was a good man, otherwise Jesus would not have been his friend or loved him.
Depends on what your perception of "good" is.
There are several saints named Lazarus who were actual people, including St. Lazarus of Bethany who was the brother of Martha and Mary. The Lazarus spoken about in a parable was probably a fictional character but Jesus may have based his story on some actual event and person that he was aware of.

The Lazarus who was resurrected from the dead is called Lazarus of Bethany or Lazarus of the Miracle. The leper in the parable of the rich man and the beggar (Luke 16) is called Lazarus the Beggar or Lazarus of the Parable. That's a Catholic answer.
