No. Historically lead compounds were used as pigments. Pb(II, IV) oxide, Pb3O4 is red and the romans are believed to have used it in cosmetics. There have been some scare stories around claiming lead is in lipstick, but as far as I know these were just that. Pigments that are used nowadays include D&C red 34 and D&C red 21. These are both approved internationally.
