It depends on what you mean by liberalism. The classic liberal of the Founding Fathers believed in granting power to the people and keeping government limited. They even created the Bill of Rights to highlight the fact that they wanted government out of people's lives.
Today's liberal looks to the government for all of their problems. This is a horrible form of government and it can only lead to facism or communism or a combination of both.

Liberalism is the belief that people should be as free as possible from government restraints.
Classical liberalism emphasizes limited government intervention in the economy, individual rights, and free markets, while contemporary liberalism supports government intervention to address social and economic inequalities, and places a stronger emphasis on collective welfare and social justice. Classical liberalism is rooted in the ideas of individual liberty and minimal state interference, while contemporary liberalism seeks to use government to address societal issues and promote equality.

Ivan Jaksic has written: 'The meaning of liberalism in Latin America' -- subject(s): Politics and government, Liberalism
liberalism essentially means liberty; a belief that freedom should be allowed and the government should not intefere with market forces or the fundamental rights of the people. Liberalism means the freedom to compete and to rise up in status. Socialism, is the precursor to communism. It is opposed to liberalism because it favours government interference and control to ensure equality for all. Liberalism focuses on the individual, yet socialism focuses on the collective.

Liberalism
Typically, yes, but not necessarily. Liberalism has two meanings, either a commitment to progressive and more expansive government policies OR a commitment to limited government and laissez-faire economic policies. Someone who favor liberalism in the second sense is usually seen to be a conservative, not a liberal.
