If you are talking about simply providing a clickable link to another page then no there is no violation (although it is considered good "netiquette" to ask 1st).

If you are talking about "hotlinking" in order to use graphics, music, video, etc. from another site then yes it is a violation of copyright not to mention theft of bandwidth as well as really bad manners.
