I believe it is a relative thing, and depends on what you want. If you want the artists to sound amazing and just like the record, (AND if you also want them to dance like Brittany, Beyonce, etc) then yes, they will lipsynch and if what you want is a "good show" meaning the entertainment value of the sets and the dancing, then it isn't horrible. It's almost expected.
Whenever a star who dances a lot does NOT lipsynch people can usually tell by how breathy they are etc.
If you go to see a concert and want to hear the band though, then yes, it's freaking horrible.
