Yes and no. It is still around, but it is not as widespread as other diseases like TB, Blackleg or BRD. Many countries in other parts of the world are fortunate to not have BSE in their country (from what I know.)
Bovine spongiform encephalopathy (BSE, the scientific name for mad cow disease) is actually waning - the number of cases around the world have dropped to almost zero. Currently the world records just a handful of cases of spontaneous BSE (which is expected to occur at very low levels but is not infectious or a problem for humans).

Emerging disease is one which is new and is being noted because of its spreading amongst a population. Re-emerging is a disease that used to be around, (think polio) was mostly eradicated due to innoculation and is now coming back in certain populations.
