Yes. The state of Connecticut recognizes legal relationships substantially equivalent to marriage as legal marriages. A common law marriage cannot be created in Oregon. However, if a couple is from a state that recognizes common law marriage and the couple meets the common law marriage requirements of that state, then Oregon will recognize the marriage of that state as valid.

In order for a marriage to be valid, the license must be signed by both parties willingly. If no license was signed, there was no marriage in the first place.
