Stock for Stock, all else being equal. No. An SS is a Z28 with a few induction upgrades giving it another 15 horsepower at the wheels. If you have modded at all, then you may be equal or higher, or be faster in a different powerband.
If the SS is an Auto, and you have the Hurst 6-speed, you can have the advantage if you are not a bad driver.
But quick answer. No, not at all.
The Camaro SS has everything a Z/28 has and more plus A LS6 corvette engine and 6-speed hurst shifter

That guy is an idiot, I own a 2000 SS camaro, no your z28 is not faster, and if its stock you will never shift faster then an auto, you may get a jump at a better rpm but you will not shift faster, he was right about the 15 rwhp, because of the forced air induction from hood, and my car doesnt have an LS6 corvette engine its an LS1 the exact same engine that is in the same year Z28's
Z28 is an option package that was, well, optional on Camaro's. Basically, a Camaro Z28 is a Camaro that's set up from the factory to be a bit faster than a regular Camaro.

LT1 is the type of engine. the 96 camaro ss has an LT1, and so does the 96 z28. the difference between the z28 and the ss is, the ss has the ram air hood, and other slp options such as cold air intake, hurst shifter, etc..but to answer, the ss is faster than the z28, simply because of the small stuff. same engine though.Not that much faster though. A catback and good CAI on a Z28 and you'll be slightly faster than the SS (IF your Z has 3.23 gears). The SS intake SUCKS actually but the hood looks awesome
