I think it depends on the phone. My husband ran his through the washer, we put it in rice for 3 days and it never worked again.

Rice prevents bits of moisture, it will not dry out the drenched phone sufficiently enough to make it work again. It only takes a fraction of a second for any moisture to penetrate a crack in a mobile phone casing, and that the phone is turned on, water being a conductor of electricity, will short out all electrical connections and render the phone useless. No amount of rice can undo an electrical short.
