There are two kinds of sins: sins of commission: where you do something that you shouldn't, for instance murder and adultery are two famous sins of commission. There is also a sin of omission: when you omit doing something that you must do, the most famous is the Great Commandment given by Our Blessed Lord (through the lawyer), "He answering, said: "Thou shalt love the Lord thy God with thy whole heart, and with thy whole soul, and with all they strength, and with all thy mind: and thy neighbour as thyself." (St. Luke 10:27) And how does Our Blessed Lord tell us we must start to "love the Lord"? "And he spoke also a parable to them, that we ought always to pray, and not to faint," (St. Luke 18:1) So yes, neglecting to pray always would be a sin of omission.
