Laundry powder does not have anything in it that is addictive. There is no way that someone would be physically addicted to it. However, people can get emotionally or mentally addicted to anything - think about superstitions, for example! I am hoping that you mean a person just likes smelling the odor of the soap, and is not actually snorting it up their noses. That could be very dangerous because soap would harm the lining of the nose and sinus cavities! In that case, you should get that person to a good doctor.
