It depends who you believe. In some sense, your movement is relative to the earth's movement because if the earth is rotating this way --> and you are walking this way <-- then your speed is slowed down, because the Earth is moving you away. According to this, that means you are also never at rest.
If you want no, then you are at rest completely. In this sense, you are at rest because you are not expending any energy. Which means you are at rest, you staying completely still, and no force is acting upon you, or you are not expending energy? You decide, but scientists think it is when no force is acting upon you.
