Parsley is a plant... it's basically a small bush. I suppose you could go out into the garden and rub your face on it if you really wanted to, but I wouldn't call it a "cream".

If you mean can it be used as an ingredient in facial cream... sure, why not. People eat it, it must be nontoxic.
