Persistence is a common noun. Proper nouns are the unique names of people, places, or things. Common nouns are the words for general things. If a common noun is part of a name, it becomes a proper noun. Pronouns always replace proper and common nouns.

It can be either. This is due to the fact that it is mostly used as a common noun, but also it is used as a proper noun, to the fact if it is used in a name or thing or place. ;)
