Yes it is.

Don't worry though, it is only a potential fire hazard if you put it on other burnable materials such as wood, paper or my favourite choice of cotton wool and then it will make an excellent starter for any fire. The reason for this is that Vaseline isn't good at burning on its own, it needs something to act as a wick in the same way as a candle works.

The jelly is flammable, but you can't simply just light it with a match. You need to first melt it to a liquid, around the temperature where water boils. Then, you need a strong heat source like a torch or BBQ lighter to light it.

No, Vaseline does not burn when lit. If left in a gob, it slowly melts. When spread like peanut butter on a sandwich, it just oozes. If you put some on your finger, and hold a lighter to your finger, you can't feel the burn.
