In the middle ages an incident occurred in Hamelin when a piper led a number of young men and women from that city to a distant homeland in a far away country. (Actually such incidents happened often in that era as populations were wiped out by disease, war, and plague. Unemployed men and women would be offered their own farms. That happened all over Europe after the Black Plague.)Following the exodus of the unemployed men and women stories arose as to why they followed the piper out of town. Someone came up with a tale about rats and not paying the piper for getting rid of the rats.
