Arctic climates are almost as cold as Polar Climates, but Arctic Weather is usually used to be a bit warmer than polar climates, but still very cold, so no, they're not the same thing, because you couldn't call North Antarctic Weather Arctic Weather. Antarctic Weather is usually considered colder than Arctic Weather because the Antarctic is colder than the Arctic. Polar Weather is considered very slightly colder than Antarctic weather.
