False. Whether or not certain propaganda is negative would depend on the interpretation of the individual who is experiencing it. Again, false. Take the Avatar film for instance, some people 'complain' that it's "environmental propaganda"... wtf? Is it not universally agreed that destroying the environment is a bad thing? Doesn't avatar show just that? Avatar promotes saving the environment, so how is that BAD? The short answer is, it isn't. On the otherhand, take army propaganda: obviously there is much dispute over whether joining the army is a good thing or not. Most would agree that propaganda as such is negative. Again, propaganda can be bad, but also good. It could simply be defined as "a pursuasive message", if you think about it.
