I believe there are different rulings on it. Two sheiks in UK ruled it was halal. I aked a pharmacist if it was alcohol and he said no. Apparently it is also known as triple alcohol. However, I don't know if it is a true alcohol because some things have "alcohol" in the name because they are chemically similar to alcohol but are not intoxicants. I don't know if some people have made rulings against it based on the name alone without knowing this. It also may not always be made from the same source ingredient. One listing I saw said it was "Halal if from petroleum or other halal source." Sorry I can not give you a more concrete answer. You could try searching on a website that gives fatwas where people are experts in food science.
