Here it is. open notepad or wordpad and save it but you have to save it without spaces and whatever you name it end it with ".html" Then when you re-open it, right-click, open with wordpad or notepad, whichever you used before. to start your website you need to know programing. you can use HTML, Purl, Css, Javascript and lots of others. I recommend HTML for beginners. Google "learn Html" and that should get you what you need. :) After your done making the site, to put it on the web you need to get someone to host it for you of get programing to do it your self. :)
There are numerous websites where you can find free information on HTML, HTML tables and HTML programming. Some examples are Tizag, HTML Code Tutorial, Quackit, HTML Tables, and HTML Goodies. That should be more than enough to get you started.
In order to code HTML you do not need an expensive program. HTML can be coded in Notepad if you want to. I recommend Komodo Edit. It is a free program that I use to code. You can download it from the link in the "Related Links" section.

HTML is not a programming language, so you cannot create any applications with it. It is just for formatting the look and design of a page. To get a page to do something needs programming code. There is no HTML code that would create a chat room, so you would have to use a server scripting language like PHP or ASP.
