Puck is an everafter so the book of everafter recognizes him as an everafter so it doesn't change him. Sabrina and Daphne are not everafters so the book of everafter does not recognize them so it changes them into different characters.
The character of Puck comes from Shakespeare's A Midsummer's Night's Dream. Reida Grimm adopted him. He is a prankster and loves to cause trouble.
