You didn't say what it was, so I guess it's a truck. In 2004 Chevy moved the fuel filter from under the truck in the frame rail and started putting them inside of the FUEL TANK.
It is inside the fuel tank. In 2004 GM. started putting the fuel filter inside the tanks and NOT on the frame rail.
