"Technically". Intuit says it is, but they are forced to provide 3rd party software for things like the PDF creation "printer". As well, you will have to find the qbw.exe executable and set it for Windows XP compatibility mode and also force it to run as administrator.
In my experience, it works very poorly. I've basically decided to give up on it and go to a different vendor or at least upgrade to the newest version.
