Raikou, like Entei and Suicune, travels around the map. In order to catch it, you have to have seen it in battle. After that, simply follow it around using the area function on your pokedex to figure out where it is. Once you are in the same area as Raikou, you should use a repel and put a level 39 or 40 Pokemon in your party. I recommend something fast so that you can get an attack in before it runs. Oh, and finding Raikou is all luck. You won't be able to do anything with Raikou until you have randomly encountered it in the wild.

well i beat soul silver,you need a zubat,golbat,crobat,gastly,haunter and gengar that knows mean look.find raikou(it will show you raikous face on the pokegear)(dont fly or dont ride bike just walk)when you run into raikou use mean look then it cant escape then parilieze it and get its health bar to red then throw a fast ball(give a white apricorn to curt and wait a day and youll get 1 fast ball)try to get alot of fast balls at least one doesnt work for you.
